Agency for Science and Higher Education is dedicated to joining the international quality assurance system in higher education and science, and wishes to become its recognized and active member.

ASHE actively participates in the activities of the European and global networks for mobility and recognition of foreign higher education qualifications (ENIC – NARIC network). Another part of ASHE dedicated to international activities is the National Tempus office, which is one of the offices supporting the EU TEMPUS programme aimed at developing higher education in the countries not members to EU, coordinated by the Education, Audiovisual and Culture Executive Agency EACEA. Since the beginning of 2012 Tempus National Contact Point has been located at the Agency for Mobility and EU Programmes. The Agency for Science and Higher Education still provides  information about running Tempus projects (those that started before 2011).

In October 2011 the Agency for Science and Higher Education gained full ENQA (European Association for Quality Assurance in Higher Education) membership, and in November it was included on the European Quality Assurance Register for Higher Education (EQAR).

Since April 2015 ASHE has also been a full member of the IREG Observatory on Academic Ranking and Excellence, an international institutional non-profit association of ranking organizations, universities and other bodies interested in university rankings and academic excellence.

On November 22nd 2006 ASHE joined INQAAHE (International Network for Quality Assurance Agencies in Higher Education).

In the April of 2008 ASHE became a full member of CEENQA (Central and Eastern European Network of Quality Assurance Agencies in Higher Education). In the same year ASHE joined the Organization for economic co-operation and development – OECD IMHE forum (Institutional management in Higher Education). Since 2012 the Agency is also a member of the European Consortium for Accreditation – ECA, a project-oriented association of European agencies for external quality assurance in higher education. Since the same year, the Agency has an observer status in the Asia-Pacific Quality Network (APQN).

ASHE was a beneficiary of the CARDS programme, financed by the EU since the beginning of the year 2000 with the aim of supporting countries of the South East Europe in active participation in the stabilization and association process. ASHE also benefited for the MATRA programme which, through bilateral cooperation, assists the candidate countries in fulfilling the criteria for EU membership, especially in implementing the EU legislation. ASHE was also a consortium member in the TEMPUS projects Enhancing the Mobility of the Croatian Academic Community, Training for EU-liaison officers in Croatian Universities: pursuing Bologna and EU integration aims and Quality Assurance in University Teaching, as well as the ongoing Towards Equitable and Transparent Access to Higher Education in Croatia.
