The Estonian Quality Agency for Education (HAKA) has issued a call for international experts to participate in external evaluations of higher education institutions in Estonia and abroad, in the roles of Chairs and Secretaries of evaluation panels.
In Estonia, all higher education institutions are subject to institutional accreditation every seven years. The third cycle of institutional accreditations was launched in spring 2026, and HAKA is seeking new experts to participate in evaluations during the 2027–2032 period. In addition to participating in evaluations in Estonia, selected experts will also have the opportunity to take part in international, i.e. cross-border, evaluations.
Candidates must meet the following requirements:
- Previous experience in conducting external evaluations in higher education
- Experience working in international teams
- Excellent command of English, both spoken and written
- Willingness to participate in training organised by HAKA.
Applicants for the position of Chair of an evaluation panel must also have experience in higher education institution management. Applicants for the position of Secretary should have excellent writing and communication skills, be detail-oriented, and be motivated to provide high-quality and professional support to the work of the panel.
Candidates with previous experience as a Chair and/or Secretary of an evaluation panel, as well as those familiar with the Estonian higher education quality assurance system, will be considered an advantage.
Interested candidates are invited to complete the online application form by 1 December 2026 at the latest.
