U skladu sa Zakonom o pravu na pristup informacijama („Narodne novine“, br. 25/13) i Zakonu o izmjenama i dopunama Zakona o pravu na pristup informacijama („Narodne novine“ br. 85/15), u svrhu poticanja i olakšavanja ponovne uporabe informacija, tijela javne vlasti dužna su na lako pretraživ način objaviti informacije dostupne za ponovnu uporabu, zajedno s metapodacima, u strojno čitljivom i otvorenom obliku, u skladu s otvorenim standardima.

Otvoreni podaci su podaci koje stvaraju tijela javne vlasti, a čijom se uporabom u komercijalne i/ili nekomercijalne svrhe može stvoriti dodana vrijednost ili ekonomska korist. Da bi se podaci i informacije smatrali otvorenima, trebali bi biti objavljeni u obliku koji je računalno čitljiv i otvoren. Pod tim podrazumijevamo da ga stroj, odnosno računalo može samostalno pročitati i interpretirati neovisno o korištenoj platformi. Ako su podaci zaštićeni Zakonom o zaštiti osobnih podataka, ne smatra ih se otvorenim podacima jer njihova objava nije dozvoljena.

 

Uvjeti korištenja

Korisnici mogu:

  • kopirati, objavljivati, distribuirati i javnosti priopćavati informacije;
  • prerađivati informacije;
  • iskoristiti informacije u komercijalne i nekomercijalne svrhe, kombinirajući ih s drugim informacijama i uvrštavajući ih u svoj proizvod;

uz obavezno navođenje izvora podataka.

Korisnik nema pravo koristiti informacije na način kojim sugerira njihov službeni status niti smije navesti da Agencija za znanost i visoko obrazovanje odobrava obrađene informacije od strane fizičke ili pravne osobe koja je preuzela informacije.

Preuzimanjem informacija za daljnju uporabu, korisnik prihvaća navedene uvjete korištenja. Bez obzira na svrhu ponovne uporabe informacija, korisnik će s njima postupati u dobroj vjeri, te nije dozvoljena zlouporaba preuzetih informacija.

Nije dozvoljeno korištenje informacija za primjenu ili objavu u svrhu kriminalnih, ilegalnih, rasističkih, diskriminirajućih, klevetničkih, pornografskih, seksističkih ili homofobnih aktivnosti.

AZVO nema obavezu osigurati pretvorbu informacija iz jednog oblika u drugi, niti ima obvezu obnavljati (ažurirati, nadograđivati, nastaviti stvarati) određenu informaciju samo u svrhu ponovne uporabe. AZVO ne može jamčiti kontinuiranu isporuku informacija i može mijenjati sadržaj ovih stranica bez prethodne najave. AZVO će informacije na ovim stranicama nastojati održavati pravovremenim i točnim. Svaka pogreška ili netočnost na koju nam se skrene pozornost bit će ispravljena.

AZVO nije odgovoran za bilo kakve propuste ili pogreške u informacijama i neće biti odgovoran ni za kakav gubitak, ozljedu ili oštećenje bilo koje vrste nastalo zbog izravne ili neizravne ponovne uporabe informacija s ove stranice.

National ENIC/NARIC Office of the Agency for Science and Higher Education participated in the SCAN-D project. The project resulted in a database which is a collection of over 2200 samples of national degree certificates awarded by higher education institutions in 15 participating countries: Belarus, Belgium (Flemish Community), Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Israel, Italy, Latvia, Lithuania, the Netherlands, New Zealand, Portugal, Slovenia and Spain.  

The database has security features in order to protect data confidentiality and integrity, and is accessible only to authorized credential evaluators of ENIC-NARIC centres from 55 countries (http://www.enic-naric.net/country-pages.aspx).

The diploma samples database is a useful tool for improving the recognition process:

  • Method of control for diminishing fraud or misunderstandings during the qualification recognition process,
  • Source of information for all ENIC and NARIC centres on the national academic qualifications from other countries, which will increase coherence and make processes more transparent.

ENIC/NARIC offices strive to foster the mobility of students, teachers and researchers by providing advice and information on the recognition of qualifications and periods of study in other countries.

Financed by the European Commission within the framework of the Erasmus+ programme – Action 3 (Support for Policy Reform). SCAN-D project started in July 2014 and should end in September 2015.

The SCAN-D project was launched in order to improve the knowledge of different higher education degrees and to promote a better and transparent recognition process.

Croatian ENIC/NARIC Office of the Agency for Science and Higher Education is a partner in the Samples & Copies of Academic National DIPLOMAS – SCAN-DIPLOMAS project, which is led by NARIC Italia – CIMEA.

In the second half of 2015 National ENIC/NARIC Office, an information centre on academic mobility of the Agency for Science and Higher Education carried out as follows:

  • Fully recognised 620 foreign higher education qualifications;
  • Replied to 90 requests for advice in academic recognition of foreign higher education qualifications;
  • Issued 60 explanations of higher education qualifications;
  • Replied to more than 850 e-mail inquiries on professional recognition of foreign higher education qualifications in the Republic of Croatia and abroad. 

External certification body Det Norske Veritas GL carried out a recertification audit in accordance with ISO 9001 requirements in September. The audit established that ASHE operates in compliance withISO 9001:2008 requirements and was issued a certificate with a validity period of three years.

AZVO has established an integrated quality assurance system based on the Standards and Guidelines for Quality Assurance in the European Higher Education Area and ISO 9001 requirements.

The auditors made positive remarks about ASHE’s activities such as the process of risk assessment of the goals set, continuous development of human resources, the strengthening of ASHE’s international role, dissemination of good practice and a very good records management system in the accreditation process.

Center for Learning Innovations & Customized Knowledge Solutions CLIKS organised the second MENA Higher Education Leadership Forum on 9–11 November 2015 in Abu Dhabi. It gathered management representatives of higher education institutions and bodies active in the field of higher education. The Forum was held under the theme “Towards Transformative Higher Education in the MENA Region: The Role of Innovation in the 21st Century Digital and Knowledge-based Society”. The new role of universities in the contemporary world was the central theme, as well as their influence on the development of economy and society as a whole. Participants also discussed the impact of innovation on the main activities of universities, given that the development and application of modern technology directly influences the development of new business models and brings about changes in teaching and learning processes.
