{"id":6541,"date":"2017-05-31T13:33:44","date_gmt":"2017-05-31T11:33:44","guid":{"rendered":"https:\/\/azvo.borealis.biz\/uncategorized-hr\/novi-ciklus-reakreditacije-visokih-ucilista-2\/"},"modified":"2023-11-03T07:48:13","modified_gmt":"2023-11-03T06:48:13","slug":"novi-ciklus-reakreditacije-visokih-ucilista-2","status":"publish","type":"post","link":"https:\/\/www.azvo.hr\/en\/2017\/05\/31\/novi-ciklus-reakreditacije-visokih-ucilista-2\/","title":{"rendered":"Re-accreditation of higher education institutions"},"content":{"rendered":"<p class=\"mb-10 text-base leading-normal\">\n  \nThe <strong>re-accreditation of higher education institutions<\/strong> is a mandatory procedure of external evaluation of the quality of all higher education institutions that is carried out in five-year cycles.&nbsp;\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe <strong>aim<\/strong> of the re-accreditation procedure is to assess whether the higher education institution meets the minimal requirements (academic threshold) and to evaluate the quality of the higher education institution against defined quality standards, and to recommend further improvements.&nbsp;\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe <strong>purpose<\/strong> of the re-accreditation procedure is to encourage further development of quality in the main segments of HEI\u2019s operation and to ensure that students study at higher education institutions\/study programmes that fulfil the necessary conditions.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe first re-accreditation cycle started in 2010 and finished in 2016.&nbsp; From 2017, the second cycle of re-accreditation of higher education institutions is carried out following an improved model.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>The scope of the evaluation<\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe evaluation of a higher education institution includes a quality analysis and an assessment made by an expert panel according to a four-point scale and previously defined quality standards, divided into five areas of institutional activity:\n\n<\/p>\n\n\n\n<ul>\n<li>Internal quality assurance and the social role of the higher education institution,<\/li>\n\n\n\n<li>Study programmes,<\/li>\n\n\n\n<li>Teaching process and student support,<\/li>\n\n\n\n<li>Teaching and institutional capacities,<\/li>\n\n\n\n<li>Scientific\/artistic activity.<\/li>\n<\/ul>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Procedure and Documents <\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nASHE\u2019s Accreditation Council adopts the Plan of re-accreditation for the following calendar year.&nbsp; ASHE carries out the procedure of re-accreditation based on the following documents:\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<a href=\"https:\/\/www.azvo.hr\/wp-content\/uploads\/2015\/12\/Procedure_for_the_re-accreditation_of_HEI.pdf\">Procedure of re-accreditation of higher education institutions<\/a>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<a href=\"https:\/\/www.azvo.hr\/wp-content\/uploads\/2017\/05\/ENG_STANDARDS_FOR_THE_EVALUATION_OF_QUALITY_-_UNIVERSITIES.pdf\">Standards for the evaluation of quality of universities and university constituents in the procedure of re-accreditation of higher education institutions<\/a>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<a href=\"https:\/\/www.azvo.hr\/wp-content\/uploads\/2017\/05\/ENG_STANDARDS_FOR_THE_EVALUATION_OF_QUALITY_-_POLYTECHNICS_AND_COLLEGES_.pdf\">Standards for the evaluation of quality of polytechnics and colleges in the procedure of re-accreditation of higher education institutions<\/a>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<a href=\"https:\/\/www.azvo.hr\/wp-content\/uploads\/2017\/05\/Analytic-supplement-from-MOZVAG-7.10.2021-web.pdf\">Analytic supplement from MOZVAG database &#8211; tables and instructions<\/a>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nAction plan template and\/or Report on the implementation of the action plan\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<p class=\"has-text-align-center\"><strong>RE-ACCREDITATION<\/strong>\n\n<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1111\" height=\"574\" src=\"https:\/\/www.azvo.hr\/wp-content\/uploads\/2017\/05\/reakreditacija-hodogram-EN.jpg\" alt=\"reakreditacija hodogram EN\" class=\"wp-image-6539\" srcset=\"https:\/\/www.azvo.hr\/wp-azvo-files\/uploads\/2017\/05\/reakreditacija-hodogram-EN.jpg 1111w, https:\/\/www.azvo.hr\/wp-azvo-files\/uploads\/2017\/05\/reakreditacija-hodogram-EN-300x155.jpg 300w, https:\/\/www.azvo.hr\/wp-azvo-files\/uploads\/2017\/05\/reakreditacija-hodogram-EN-1024x529.jpg 1024w, https:\/\/www.azvo.hr\/wp-azvo-files\/uploads\/2017\/05\/reakreditacija-hodogram-EN-768x397.jpg 768w\" sizes=\"(max-width: 1111px) 100vw, 1111px\" \/><\/figure>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Outcome of the procedure<\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nBased on the expert panel\u2019s final report and the higher education institution\u2019s official statement, ASHE\u2019s accreditation Council passes an expert opinion. Based on the Accreditation Council\u2019s opinion, ASHE issues an accreditation recommendation to the competent minister for one of the following outcomes:\n\n<\/p>\n\n\n\n<ul>\n<li>Issuance of a confirmation on the fulfilment of conditions,<\/li>\n\n\n\n<li>Issuance of a letter of expectation with a deadline for resolving deficiencies of up to three years,<\/li>\n\n\n\n<li>Denial of a license.<\/li>\n<\/ul>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Complaints and appeals<\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nThe opinion of the Accreditation Council is submitted to the higher education institution in the re-accreditation procedure which can submit an objection due to violations of accreditation regulations. The complaint is settled by the Complaints Committee. The Complaints Committee&#8217;s opinion is submitted for decision to the Accreditation Council.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \n<strong>Follow-up<\/strong>\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nIf a confirmation on the fulfilment of conditions was issued to the higher education institution, the HEI has to adopt a five-year action plan with the aim of improving the quality in accordance with the recommendations of the expert panel and submit it to ASHE; two years after the adoption of the action plan, the HEI has to submit a report on the implementation of the action plan to ASHE.\n\n<\/p>\n\n\n<p class=\"mb-10 text-base leading-normal\">\n  \nIf a letter of expectation was issued to the higher education institution, the HEI has to adopt an action plan with the aim of improving the quality in accordance with the recommendations of the expert panel and submit each year a report on the implementation of the action plan to ASHE;
