\n \nFrom 2007 to 2009 ASHE evaluated 21 existing HEIs (13 faculties, 5 polytechnics and 3 colleges), in line with the Act on Scientific Activity<\/a><\/span> and Regulation on the Measures and Criteria for Evaluating the Quality and Efficiency of Institutions and Study Programmes<\/a><\/span>. <\/span>\n\n<\/p>\n\n\n

\n \nThe documents on which the evaluations were based were approved by the Rectors’ Conference and the Council of Polytechnics and Colleges and adopted by the National Council for Higher Education. All documents on which the procedure was based (Higher Education Institutions Evaluation Procedure<\/a>, Criteria for quality assessment of higher education institutions within universities<\/a>, Criteria for quality assessment of polytechnics and colleges), were published on the ASHE website (<\/span>Annex<\/a>).<\/span>\n\n<\/p>\n\n\n

\n \nAll external evaluations were based on the self-evaluation reports, drafted in line with the Instructions for Drafting the Self-Evaluation of HE Institutions Within Universities<\/a> or Instructions for Drafting the Self-Analysis of Polytechnics and Schools of Professional Higher Education<\/a> and Instructions for Drafting the Tables Additional to the Self-Evaluation of Higher Education Institutions Within Universities <\/a>or Instructions for Drafting the Additional Tables to the Self-Evaluation of Polytechnics and Schools of Professional Higher Education<\/a> <\/span>.<\/span>\n\n<\/p>\n\n\n

\n \nThe members of the expert panels were appointed at the sessions of the National Council for Higher Education. It was required that out of five panel members one or two were foreign experts, and one a student. All panel members had to participate in the trainings organized by ASHE. The training activities were aimed at presenting relevant documentation, including the ESG, legal framework and higher education institutions in Croatia, and defining open questions to be discussed at the site visit.<\/span>\n\n<\/p>\n\n\n

\n \nAll evaluations of HEIs included a site visit.<\/span>\n\n<\/p>\n\n\n

\n \nAfter the site visit the panel would submit the final report to ASHE, which would send them for comments to the HEI being evaluated, before submitting them to the National Council. All evaluation reports were published on the ASHE website, and ASHE also carried out an analysis of all the evaluations performed (Annex 10).<\/span>\n\n<\/p>\n\n\n

\n \nOn the basis of the evaluation procedure and the HEI statements, the National Council for Higher Education adopted the final recommendation and forwarded it to the minister who then issued or denied a licence, or issued a letter of recommendation for the study programme.<\/span>\n\n<\/p>\n\n\n

\n \nThe outcomes of the evaluation procedures were: licence recommendation for 14 HEIs, and recommendation to issue a letter of expectation with a one-year follow-up period for 7 HEIs. These HEIs had to remove the identified deficiencies within this period and submit a report on the activities carried out.<\/span>\n\n<\/p>\n\n\n
