The Croatian Council of Universities and University Colleges of applied Science

Council for Financing Scientific Activity and Higher Education, in line with the Articles 14 and 108, Subsection 1 of the Act on Scientific Activity and Higher Education (Official Gazette No. 123/03, 198/03 and 105/04), is the expert body of the National Council for Science and National Council for Higher Education.

The Council is composed of 15 members: 3 representatives of research institutes, 6 representatives of universities, 2 representatives of polytechnics, 2 union representatives and 2 members appointed by the competent minister.

The members are appointed to a four-year term by the majority vote of both the National Council for Science and National Council for Higher Education upon the proposal by the Rectors’ Conference, Council of Polytechnics and Colleges, public research institutes, universities, polytechnics, colleges, trade unions and the competent ministry.

The Council proposes the criteria for budgetary financing of scientific activity and higher education to the National Council for Science and National Council for Higher Education.

Vijeće za vrednovanje inozemnih visokoškolskih kvalifikacija je stručno tijelo Agencije za znanost i visoko obrazovanje koje obavlja procjenu razine, odnosno stupnja inozemne visokoškolske kvalifikacije pojedinca, na temelju Kriterija za vrednovanje inozemnih visokoškolskih kvalifikacija Agencije za znanost i visoko obrazovanje , a u svrhu stručnog priznavanja inozemnih visokoškolskih kvalifikacija .

Vijeće je sastavljeno od predstavnika visokih učilišta Republike Hrvatske te u svom sastavu ima stalne, pridružene i savjetodavne članov

Stalne članove imenuje Upravno vijeće Agencije za znanost i visoko obrazovanje:

  • po jedan stalni član imenuju se sa svih sveučilišta u Republici Hrvatskoj, na prijedlog sveučilišta kojeg član predstavlja,
  • jedan stalni član se imenuju na prijedlog Vijeća veleučilišta i visokih škola,
  • jedan stalni član se imenuju na prijedlog Instituta za istraživanje i razvoj obrambenih sustava.

Pridružene članove, predstavnike pojedinih znanstvenih područja, odnosno specifičnih polja, imenuje Vijeće za vrednovanje inozemnih visokoškolskih kvalifikacija za pomoć u radu na vrednovanju inozemnih visokoškolskih kvalifikacija. Savjetodavni članovi se imenuju odlukom ravnatelja Agencije za znanost i visoko obrazovanje na prijedlog Vijeća.

Management Board is a body that governs the Agency for Science and Higher Education within rights and responsibilities stipulated by the Institutions Act, Agency's Statute and other legal acts.
Management Board consists of 9 members.


President and seven members of the Management Board are appointed by the Croatian Parliament as follows: president and two members nominated by the Government of the Republic of Croatia, one member nominated by each of the following bodies: the Rectors´ Conference, the Council of Polytechnics and Schools of Professional Education, the National Council for Higher Education, the National Council for Science, and the Croatian Student Council. The Agency appoints one member of the Management Board from the ranks of its employees.

At its sessions, the Management Board reaches decisions by a majority vote (5 votes).
Management Board effectively discusses and reaches decisions when there are at least 5 members present at meetings.


Management Board meetings are held at least 3 times a year. An obligatory meeting is held for consideration of the financial plan, i.e. Agency's annual budget, and others at the request of the Government of the Republic of Croatia, Minister of Science, Education and Sports, or the director of the Agency.

Management Board responsibilities:
- adopting the Statute of the Agency following the proposal of director and with the approval of the Ministry,
- appointing and dismissing a director,
- appointing and dismissing a deputy director of the Agency following the proposal of a director,
- adopting the Ordinance on Internal Organisation, which closely regulates internal organisation of the Agency, following the proposal of a director,
- establishing annual programme of the work of the Agency which closely sets out activities and tasks of the Agency for current calendar year as well as monitor the implementation of the programme,
- determining annual budget of the Agency following the proposal of a director,
- adopting final financial report of the Agency,
- making decisions, following the proposal of a director, on the amount of remuneration for services provided,
- adopting annual report on the activities of the Agency, submitted by the director and submit it to the Ministry and the founder of the Agency,
- undertaking other activities in accordance with the Act and the Statute of the Agency.

ravnateljicaJasmina Havranek, Professor, PhD was born in Zagreb, where she finished primary school and gymnasium, graduated and obtained a doctorate at the Faculty of Agriculture, University of Zagreb. In 2001 she was elected tenured full professor at the same University.

As a Dean of the Faculty of Agriculture, University of Zagreb (2001 – 2006) she hosted many international delegations, rectors, representatives of foreign universities, faculties, organisations, agencies, ministries, etc. She is spreading awareness on the importance of contemporary developments in the area of higher education and science.

In the period 2003 – 2005, Prof. Havranek was a President of the National Council for Higher Education of the Republic of Croatia, and in 2007 was appointed a Head of the Croatian Agency for Science and Higher Education (ASHE).

In 2010, during her mandate, ASHE received important international recognition: the European Regional Economic Forum recognised it as an example of good practice in the implementation of quality assurance in higher education and science.

In the same year the Agency gained full ENQA (European Association for Quality Assurance in Higher Education) membership, and it was included on the European Quality Assurance Register for Higher Education (EQAR). In September 2012, the Agency joined the CHEA International Quality Group.Since November 2006 ASHE has been a member ofINQAAHE (International Network for Quality Assurance Agencies in Higher Education), and a full member of CEENQA (Central and Eastern European Network of Quality Assurance Agencies in Higher Education) since April 2008. ASHE is also a member of the OECD IMHE Forum (Institutional management in Higher Education).

Professor Jasmina Havranek was awarded the Decoration "Order of Danica Hrvatska with the face of Ruđer Bošković" by the President of the Republic of Croatia for special contribution to Croatian science and higher education, and is also the winner of “Annual State Award for Science in the Field of Biotechnical Sciences for Special Scientific Achievement”,

In 2005 she was appointed a civil expert in NATO's Foodand Agriculture Planning Committee(FAPC) in Brussels. She has been a member of the International Consortium of Agricultural and Related Universities (ICA) Executive Board since 2005. Prof. Havranek was also invited to lecture on several occasions at various institutions in China (University of China), the United States of America and India, and to present at numerous conferences in the EU countries.

 

Scientific and Professional Activities

Active membership in different bodies:

- Member of International Advisory Board of the Hungarian Accreditation Committee,

- Member of the Board CEEN (Network of Central and Eastern European Quality Assurance Agencies in Higher Education),

- Member of the Main Board of the Croatian Academy of Medical Sciences.

Prof. Havranek participated at numerous national and international conferences that covered topics of higher education and science, and was an invited lecturer at several of them:

For most of her professional life, Prof. Havranek has been promoting importance of quality standards and culture and raising awareness about the importance and improvement of public policies in science and higher education.
