On 24 November 2022, a workshop was held at the University of Rijeka for the proposers of occupational standards and voucher system stakeholders.
Representatives of the Ministry of Labour, Pension System, Family and Social Policy presented the role of occupational standards, the application methodology for their development, and the application of the Croatian Qualifications Framework in the voucher system. Representatives of the Agency for Science and Higher Education presented the role of qualification standards and sets of learning outcomes in the application of the Croatian Qualifications Framework for the development of education programmes based on the principles of lifelong learning at a higher education level, while representatives of the University of Rijeka presented their experience in preparing methodology and templates for developing lifelong learning programmes at a higher education level to be financed through vouchers (the financial instrument for allocating public funds for adult learning).
The workshop was an opportunity to discuss the application of the concept of Croatian Qualifications Framework (CQF) in the design of higher education programmes for the purpose of financing through vouchers, i.e. to perpetuate open issues related to the operational application of the Instructions for the development, coordination and approval of higher education programmes at a higher education level for the purpose of financing through vouchers with the funds from the 2021–2026 National Recovery and Resilience Plan, adopted by the Ministry of Science and Education in August of this year.
