Recognition in Croatia – case study

Practice of the Croatian Agency for Science and Higher Education in the recognition of foreign higher education qualifications – case study was developed as part of the Group 484 project From Brain Gain Policies to Practices – Dissemination of Best Institutional Practises in the WB region, founded by the Balkan Trust for Democracy. The project aimed to develop institutional framework for brain gain in WB countries through the dissemination of best identified practices in the region, and has resulted in two case studies with examples of good practice – from Croatia and Albania – that have been introduced to other countries in the WB region – Bosnia and Herzegovina, Macedonia and Serbia.

The aim of this case study is to summarise the experience and knowledge of Croatian ENIC/NARIC office’s national and international work in order to facilitate international mobility in Western Balkans (WB) region. Another goal was to strengthen cooperation between the countries of West Balkan and improve the exchange of good practices and knowledge in the recognition of foreign higher education qualifications, but also to achieve a more transparent recognition process and acknowledge different educational systems and traditions of the countries in the WB region.

This project also yielded a publication entitled Uporedna praksa procesa priznavanja stranih visokoškolskih isprava u Hrvatskoj i Srbiji – naučene lekcije i predlog za unapređenje postojeće prakse u Srbiji (Comparing the practice of recognition of foreign higher education qualifications in Croatia and Serbia – lessons learned and suggestions for improving the existing practice in Serbia), which describes the practice of recognition of higher education qualifications in Croatia and Serbia and gives suggestions for the improvement of the Serbian practice which are based on good practice from Croatia.
