In April 2002, a Network of Colleges was formed in order to promote the common interests of colleges and incorporate Croatian professional education in the trends and standards of similar study programmes in Europe, which would ensure student mobility and mutual recognition. The Network was composed by 10 colleges and established at the Health College in Zagreb. The Network adopted its statue in April 2002. In October 2003, in line with the newly introduced Act on Scientific Activity and Higher Education, the Network changed its name and became the Croatian Council of Universities and University Colleges of Applied Sciences, the council which represents Croatian polytechnics and colleges. The firs president was prof.dr.sc. Mladen Havelka, the dean of Polytechnic of Health.

Today the Council is composed of forty four members and is presided by the dean of the Marko Marulic Polytechnic in Knin,  prof.dr.sc. Marko Jelić.
