The Law on Scientific Activity and Higher Education determined that the Agency’s ‘’scope of activities’’ includes also ‘’… professional and administrative affairs… in creation and maintenance of national databases on the system of scientific activity and higher education.’’
Article 11 of the Agency’s Statute, based on the above provision, defines in more detail the activities implied under that provision and states that:
1. At the national level, the Agency collates and processes data relating to the system of scientific activity and higher education.
2. The Agency performs or initiates additional researches which determine starting points for the assessment of the situation in higher education and science as a whole, as well as for the recommendation of measures of government politics, and the measures of the units of local and regional self-government and economic subjects in the system of scientific activity and higher education, for the improvement of higher education and science, and especially:
• projection and optimization of the network of public higher education institutions in the Republic of Croatia
• measures and predictions for the development of the polycentric system of scientific activity and higher education in the Republic of Croatia
• measures for increasing research and pedagogical standards in higher education and science
• measures for the coordination of resources, especially staff resources, with the needs of the development and improvement of quality of higher education and science
It is obvious that such professional work demands both a strong professional mechanism within the Agency’s system itself, as well as the further engagement of professional institutions and specialized organizations and working groups which shall be employed by the Agency to perform necessary analytics and additional research.
For that purpose, in February 2006 the Agency’s Management Board decided to establish the Department of Analytics and Statistics. The Department is still in process of formation, but it has already performed significant analytics and statistical overviews which are based on them and included in the annual Report (link to the analytical part of the Report which will be placed on the NWO page) of the National Council for Higher Education for the year 2005.
At this moment in time, except for the above overviews (refer to the pages of the National Council for Higher Education), the Department is able to present only an imagined scheme of the content of national databases, users of that databases, the offered list of other researches with the predicted assistants and users, and a group of methodologies and priority activities proposed by itself:
