Tempus IV is open to higher education institutions and to other organisations active in the field of higher education, provided they are established in the EU Member States or in the Partner Countries.
There are four groups of eligible countries: - 27 EU Member States;
- 6 countries from the Western Balkans region, including Kosovo under UN Security Council Resolution 1244;
- 16 countries South and East of the EU and the Russian Federation;
- 5 Central Asian countries.
Institutions from the following countries may participate in Tempus projects as partners, but only if they finance their participation themselves: Croatia, Turkey and the EFTA countries (Iceland, Liechtenstein, Norway and Switzerland).
